background image on linked pages

Hello,
I am new to css and am having a problem inserting an image to use as a repeating background on a page that I am linking to through my navigation bar. This is a section for my navigation bar in my index.html file. I have only one page linked so far, just trying to get the image to work before I link the rest of the pages.

<ul>
<li><a href="#">Aluminum</a></li>
<li><a href="#">Stainless</a></li>
<li><a href="#">Copper</a></li>
<li><a href="product/brassproduct.doc">Brass</a></li>
</ul>

I only want the image which is called treadtexture.jpg to appear on my linked pages, not my main page. (The linked page I am working on now is called brassproduct.doc) I have tried id's and class codes, I must just be missing one little piece... This is my directory

style sheet.css
img
treadtexture.jpg
js
product
brassproduct.doc
index.html

Can someone please tell me what I have to do on my css sheet to get this to work, I would really appreciate it.

I would like the image to tile horizontally and vertically across the entire linked page as a background image. For now I want it on the <li><a href="product/brassproduct.doc">Brass</a></li>
and then later I want to add the same background image on the rest of my product linked pages.

Just a thought, are you ACTUALLY wanting to add a background to the anchor element (the link) or to the target page??

I actually want the background image to be the background image on the target page. Right now when I click on the link and the page that I am linking to opens, there is no background on it at all, it is just my word document.
I just thought of something...maybe I can't style the background of this because it is an actual word document that I am opening, not a page created in HTML which now makes much more sense. Am I correct?
I am not sure how it was done, but several years ago when I was playing around with a pre-made web site template, somehow the linked word documents ended up having this tiled image for a background.
Sorry, I am trying not to confuse the matter. I am pretty new to all of this so perhaps am not explaining things correctly. I do appreciate all your help.

So open it in Word and set the background there, nothing you can do in HTML or CSS is going to affect it.
