I honestly think you'd be much better off starting over with a template. 'Flowered Up' at Pagekits is very nice but there are plenty of others out there for $30 or less. Pop in your content and some pictures and you'll have a fast loading, clean, professional- looking site in no time. And use pictures of people. You're in a people business so, smiling residents on the front page please!
I'd put the poem somewhere less obtrusive, perhaps in a nice fontstyle in the sidebar. And ditch the counter, they don't look good anywhere! I was able to access some of the pages on the site but none are available at present?! Seriously, start over with a solid design and keep it simple and clean, that's my tuppence'worth
