Exchanging links effectively

What do people think is the best way to exchange links with other sites? Many (including Elated) go for the "two-tier" approach of having button exchanges with high-traffic sites on the front page, coupled with a more general links page for other sites that want to swap links.

How do you strike a balance between linking to sites that are good and relevant to your visitors, but that don't offer much traffic back in return, and linking to sites that are high-traffic but maybe not so relevant or useful to visitors?

I like having links pages containing other sites that we think are relevant to the Toolbox, but it's very time-consuming to maintain, and doesn't bring in much traffic. Sometimes it's tempting to leave this sort of business to the search engines and directories, and just have the high-traffic exchanges on the site!

My site is a football one and I try to link to all sites about clubs in the same division. Beyond that, there is just so much football stuff out there that I try to pick and choose the better sites to link to.

However, I am open to negotiation. I'm not a huge fan of Football 365 but if they added a link to me, I am sure I could be persuaded to do likewise!

I don't see any point linking to something other than what the site is all about. Let other more appropriate sites do that.

One of my sites ( http://www.ondv.com ) is a digital video resource website that for the most part, now that the forum is closed, is nothing BUT resource links to DV related information.

Getting a link back from any of my resources would be a long shot to say the least... Heh, I would rather have them buy a banner ad
