Drawing a circle in Photoshop is easy, when you know how.

First, make a new document with the File > New command. Then click on the rectangle selection tool (top left) and hold the mouse until another menu pops up. Select the ellipse selection tool from the menu (the round one).
Now to select a perfect circle, click and drag on your document, *holding down the shift key*. That will make a circle, rather than an oval.
When you're done, select the Edit > Stroke command, select a width of 1 pixels and select "center". Click OK.
There you have it - a perfect cirle!
